SHIBUYA CITY VISION
Gentle and friendly administrative documents
Shibuya City created the new “Basic Concept” which is the future vision of the city for the first time in twenty years. Since administrative documents usually gain no interest from the general public, we designed the communication to enhance interest among the citizens and the broad target who are involved in Shibuya City in various ways. Among the broad audience, we took in account "children" - this is because we think a vision for the future of the city should be most relevant and engaging for them, who are the protagonists of the future society. In describing the story of the future envisioned in the “Basic Concept,” we noted NOT to visualize it too concretely as there may be a gap with reality, but at the same time NOT too abstract as it wouldn’t convey the message. Therefore, we utilized illustrations to express it in a “less than concrete but more than abstract" way, and described it is as a "nostalgic future," so that everyone can feel some relevance or familiarity about the future vision, rather than feeling distant to the unseen future.
行政文書をやさしく親しみやすく
渋谷区が、街のビジョンとも言える「基本構想」を、20年ぶりに策定した。しかしこうした文書は、行政文書であるというだけで、一般の人々にはなかなか興味を持ってもらえない。これを解決するために、「基本構想」を親しみやすく視覚化することにトライした。「基本構想」は、A 子育て・教育・生涯学習、B 福祉、C 健康・スポーツ、D 防災・安全・環境・エネルギー、E 空間とコミュニティのデザイン、F 文化・エンタテインメント、G 産業振興、という７つの行政分野で構成されているが、ビジュアルが具体的に過ぎると、現実の未来との間にズレが生じかねない。そこで、各分野に込められた精神を、いわば「具体以上抽象未満」のイラストレーションで表現した。ときに比喩的に、ときに象徴的に。ハンドブックは、文章ページの表裏でテキストの難易を分け、表側は子どもでも親しめるように散文詩を、裏面は大人に向けて「基本構想」原典を掲載した。ムービーは、「基本構想」のテーマソングを制作し、アニメーションで表現。ポスターは、区立の全小中学校の構内に掲出。カテゴリーごとに異なる原稿を展開し、楽しさをも演出した。
